In response to the linked email from Steve Hardee/YSA, the SCYC Sail Committee and BoD have widely discussed the options and proposed the following to YSA:

It is understood that the St. Croix Youth Sailing Association (SCYSA) has an urgent need to raise funds in order to meet Coach Tino’s salary obligations through May 31, 2019. This is the primary concern for both SCYC and YSA as it affects the youth sailors, the sailing program’s future and families who have already paid YSA for coaching until the end of school year. The following has been discussed by both SCYC BoD/SailCom and YSA.
Use of SCYC auction funds is restricted to fleet support and scholarships.
Granting funds to YSA to pay for coaching is not appropriate use of funds raised by SCYC.
SCYC is not a financial entity and so does not feel comfortable making a loan to YSA.
Monetizing assets to meet financial obligations is a common practice and maybe a good solution for YSA in this case.
SCYC has come to the conclusion that the best course of action to aide YSA is to offer to purchase YSA assets to help remedy the shortfall. This solution provides benefits for both organizations by helping YSA meet their financial obligations, while still keeping fleet boats in the St. Croix sailing community for use by all junior sailors.
YSA should continue their Fundraising efforts to offset YSA’s salary obligation shortfall as they successfully have in the past. The planned dinner effort is a great example of families pulling together as a team and is supported by SCYC with donations of ships store inventory, materials and use of tables, chairs & PA system.
Both YSA and SCYC share the goal of “the best possible sailing program for our kids and our community” and only differ slightly on method. Clarifying and optimizing roles for each entity is an important next step.
There are many examples of successful Sailing Programs based on a private club or a community sailing center that have a collaborative relationship with a charitable entity 501(c)3. One entity focuses on fundraising and the other focuses on program administration.
Currently, we have both YSA and SCYC doing both tasks, resulting in the present situation of perceived competition for fees, sailors, assets and funding. Better communication and collaboration is needed to avoid time consuming misunderstandings.
USSailing.org has a program planning guide, that outlines best practices based on previous program successes, (LINK). The SCYC Sail Committee is intentionally modeled on this guide and the input from experienced program professionals.
The Sail Committee administered programs (Summer and Afterschool) have become increasingly popular, represent a positive cash flow and attracts new members.
Previous offers to have a YSA rep be part of Sail Committee have been rejected, the offer stills stands going forward.
For long term strategic planning, SCYC suggests a structured Sail Committee of experienced sailors, parents and professional staff of certified sailing instructors should be the administrative body for junior sailing program. SCYC suggests that the VI Sports Trust relationship with the St. Thomas Yacht Club serve as a model for the SCYC / YSA future partnership. The VI Sports Trust works to financially support the St. Thomas YC junior sailing program by offering donors the ability to deduct donations. Forming a similar relationship on St. Croix would have a dynamic impact on the sailing program and allow it to improve and expand with YSA and SCYC collaborative efforts.
